What Chantal did here

Tropical Storm Chantal came ashore in South Carolina on July 6, 2025, and its remnants stalled over the northwest part of the Raleigh-Durham area. The National Hurricane Center's report says spots of "greater than 10-inch rainfall totals" were observed "near Chapel Hill," with most of the rain falling in a 6–9 hour period. Several locations in the region exceeded their 1,000-year recurrence interval for 6-hour rainfall.

The NHC lists evacuations in Chapel Hill and Durham, and says 50 people were rescued from floodwaters in Chapel Hill. It called Orange, Durham and Chatham the hardest-hit counties, with "several apartments and residential homes flooded" in Orange County. Seven years earlier, the NHC named Chapel Hill among the cities inundated by Hurricane Florence (September 2018). Local news has also reported repeated flooding along Bolin Creek over the years.

None of that means a given home has mold. It does mean that wet drywall, carpet and crawl space insulation from 2025 are worth a second look if anything still smells musty.

Two towns, mostly renters

Figures from the Census Bureau: PEP July 1, 2025 estimates and ACS 2020–2024 5-year. Carrboro is small enough that its ACS figures carry a wider margin of error.

Chapel Hill

Home to UNC-Chapel Hill, with 63,565 residents (PEP 2025); the town reaches into Durham County. The median home was built in 1988, about 35% predate 1980, and 52.6% of homes are rented. The median value is $613,700, the highest in this site's area.

Carrboro

Named for industrialist Julian S. Carr, with 20,962 residents (PEP 2025). The median home was built in 1988, about 29% predate 1980, and an estimated 56.5% of homes are rented, the highest renter share of any town this site covers. Carrboro was also among the places the NHC listed for heavy Chantal rainfall.

If you rent

With so many student and staff rentals, a lot of mold questions here come from tenants. Bathroom ceilings, window sills and closets on outside walls are the usual spots. A few steps help:

  • Photograph the mold and any leak, with dates.
  • Send the landlord a written repair request and keep a copy.
  • Run the bath fan and keep indoor humidity below 60% where you can (EPA).
  • Keep paying rent unless a court rules otherwise (G.S. 42-44(c)).

Before work starts

NC rules box. North Carolina does not license mold inspection or remediation companies, so checking credentials is up to you. Ask for IICRC or ACAC credentials, an insurance certificate and a written scope that fixes the moisture source. Homes built before 1980 may have asbestos in flooring or ceiling texture, so ask whether an inspection is needed before tear-out; the NC Health Hazards Control Unit is at 919-707-5950.

Mold cleanup in a single-family home usually needs no building permit if the job is $40,000 or less and leaves structure, plumbing design, HVAC and wiring alone (G.S. 160D-1110(c)). Your contractor should confirm with the local inspections office. Flood-damage jobs often start with mold after water damage; for prices, see the cost guide.

Chapel Hill and Carrboro mold questions

My Chapel Hill home flooded in Chantal. Is it too late to deal with mold?

No. Mold needs ongoing moisture, so the question is whether materials fully dried. Look for musty smells, warped flooring, or stains low on walls and in the crawl space. A moisture meter reading tells more than fresh paint. EPA advice is to dry water-damaged areas within 24–48 hours, so anything that stayed wet longer is worth checking.

I rent near UNC. Who pays to fix mold in my apartment?

Under G.S. 42-42, North Carolina landlords must keep rentals fit and habitable, and leaks or standing water that contribute to mold are listed as an imminently dangerous condition. Put your repair request in writing. Do not stop paying rent on your own, because G.S. 42-44(c) bars withholding before a court rules. This is general information, not legal advice.

Does homeowners insurance cover mold after a flood in Orange County?

Usually not from the flood itself. Standard homeowners policies exclude flood and rising water, which needs a separate flood policy with a usual 30-day wait. North Carolina forms also carry a mold and fungus endorsement with limits. Check your declarations page or call NC Department of Insurance consumer services at 855-408-1212.
