The Eno in July 2025

The National Hurricane Center's report on Tropical Storm Chantal says spots of "greater than 10-inch rainfall totals" were observed "north of Hillsborough" on July 6–7, 2025, most of it in a 6–9 hour window. The NHC says the Eno River crested at 23.04 ft near Huckleberry Springs, "the highest crest ever recorded," and that about 80 people were rescued in Durham County when the Eno overflowed.

Orange County had "several apartments and residential homes flooded," with damage the NHC says was believed to exceed $30 million. FEMA's declaration for the storm (DR-4889) covers public assistance in Orange and Durham counties.

During Hurricane Fran in 1996, federal storm records say the Eno also rose above flood stage in Durham County. If your home took water, the useful question now is whether everything dried. See mold after water damage.

Old houses and new subdivisions

Hillsborough is small: 9,778 residents in the Census Bureau's July 1, 2025 estimate. Its housing is split in two. The ACS 2020–2024 5-year estimates put the median year built at 2001 and about 40% of homes at 2010 or later, yet about 20.5% were built before 1960, the highest pre-1960 share in this site's area. At this size, ACS figures carry a wide margin of error, so treat them as rough.

The older half is real. The Hillsborough Historic District has 529 contributing buildings from the late 18th to the early 20th century, in Federal, Greek Revival and Italianate styles. Houses that old often have plaster walls, crawl spaces or low basements, and many decades of roof and plumbing repairs.

Asbestos before tear-out. Older homes may have asbestos in flooring, ceiling texture or pipe insulation. Ask the company whether an accredited asbestos inspection is needed before anything is removed. A state permit applies to regulated asbestos removal above 35 cubic feet, 160 square feet or 260 linear feet. The NC Health Hazards Control Unit takes questions at 919-707-5950. Pre-1978 painted surfaces can also involve lead-safe work rules.

A short checklist for Hillsborough homes

  • Look in the crawl space after heavy rain for standing water or wet insulation. See crawl space mold.
  • Check low basement or block walls for damp patches and white mineral bloom. See basement mold.
  • Check your address on the FEMA flood map at msc.fema.gov.
  • Keep indoor humidity below 60% where you can (EPA).

NC rules. North Carolina does not license mold inspection or remediation companies, so checking credentials is up to you. Ask for IICRC or ACAC credentials, an insurance certificate, a written scope and written warranty terms. Non-structural repair work of $40,000 or less in a single-family home usually needs no state building permit (G.S. 160D-1110(c)), but your contractor should confirm with the town and county. For published price ranges, see the cost guide.

Hillsborough mold questions

My Hillsborough house is in the historic district. Does that change mold work?

The mold rules do not change: North Carolina has no mold license anywhere in the state. Older houses do raise two questions. Ask whether plaster, flooring or pipe wrap needs an asbestos check before anything is removed, and ask whether exterior changes in a historic district need local review. Your contractor should confirm with the town before rebuilding.

The Eno came up near us in July 2025. What should I check now?

Look where water sat longest: the crawl space, the bottom of walls, and under flooring. Wet insulation, a musty smell from floor registers or soft subfloor are signs worth a professional look. EPA advice is to dry water-damaged materials within 24–48 hours, so anything that stayed wet longer deserves a moisture reading.

Will flood insurance pay for mold cleanup?

It depends on the policy and the cause. Homeowners policies exclude flood, so flood damage falls under a separate flood policy, which usually has a 30-day wait before it starts. North Carolina homeowners forms have a mold endorsement with limits. Check your declarations page and call NC Department of Insurance at 855-408-1212 with questions.
